What the role is: To support the development of arts in Singapore, NAC provides subsidised spaces at NAC arts centres to artists and arts groups, and concurrently unlock other spaces by working with public and private space owners to facilitate arts access to cater to different needs. For spaces directly managed by NAC or NAC’s appointed venue manager, you will lead the team to manage/oversee that the tenancy process is well in place and adhere to the agreed space policy framework/sop, or to setup the requisite SOP. Attention to details and process workflow will be important to ensure that all decisions and agreements are well implemented in a timely manner. You are comfortable engaging with tenants across different issues, and can collaborate widely across different stakeholder groups, both internally and externally and take pride in achieving agreed workplan and outcomes. You will contribute to the NAC strategic outcome in growing and diversify infrastructure support by unlocking suitable spaces for arts use, from both public and private building resource owners, including the conceptualisation of the support framework. What you will be working on: Provide guidance and leadership on leasing and tenancy management matters. Ensure all tenancy agreements are properly tracked, managed, documented, and followed through in a timely and organised manner. Oversee and guide the Open Calls for arts spaces end to end: from call to award and onboard, including securing and formalising approvals. Where the Open Calls are outsourced to NAC’s venue managers, to ensure that the agreed process will be well implemented by the outsourced parties and develop assurance checks. Develop policies and SOPs to ensure good practises are consistently upheld and further improved upon whenever necessary, such as from audit exercise. Manage engagement plans and change initiatives whenever required to support policy shifts or new strategies. Ensure that venue cyclical, repair, maintenance and improvement programmes are undertaken satisfactorily. This includes maintaining oversight of the managing agent, venue managers or arts tenants to implement the required and agreed work. Review and oversee the necessary procurement in compliance with Govt Instruction Manual (IM); adopt process digitalisation, Smart FM technology, where appropriate. To support strategic partnerships efforts with govt and private stakeholders to unlock and secure diversified space opportunities; develop and recommend policy incentives and toolkits. Being a leadership appointment holder, you may be asked to lead new initiatives. A key aspect of this role is about people development, to motivate and develop staff competencies and leadership capacity. What we are looking for: Good Degree in Business Administration / Project Management/Construction Management, Real Estate, or equivalent field. At least 7 years of experience in facilities management. At least 3 years in supervisory position. Possess relevant FM certifications e.g. Fire Safety Manager, Green Mark Manager will be added advantages. At least 5 relevant experience in public sector procurement for FM services, experience with the government tender process on GeBIZ system and has high level of attention to detail for contract management. Strong organising and planning skills, able to identify problems and propose well thought through solutions in a timely manner; able to identify root causes and recommend SOP improvements to mitigate future recurrence. Keen advocate to adopt technologies for Smart FM and possess a data driven mindset. Able to multi-task with high level of attention to details; reliable and timely work delivery to achieve agreed outcome and workplans. Articulate and confident, write and present well; good interpersonal skills in engaging different stakeholder groups; motivated to provide sound advice to resolve issues raised by different stakeholders. Knowledgeable of Microsoft Office suite applications. Good interpersonal skills in managing different stakeholder group. Applicants who require work passes need not apply.
