[What the role is] To influence and nurture Social Service Agencies (SSAs) in delivering impactful services of high service standards which enhances the outcomes of service users. Includes leveraging on funding to push forth strategies that encourages SSAs to embrace service quality and accountability to their service users and funders. [What you will be working on] Engage, align and strengthen stakeholders towards achieving NCSS and Service Planning and Funding Group goals. i.Develop and/or execute plans to meet the goals/KPIs of the NCSS and Service Planning and Funding Group in Thrust 1 of the Social Service Sector Strategic Thrusts (4ST); and ii.Influence, guide and manage internal and external stakeholders (social service agencies (SSAs), Ministries, Board members, etc) to best support the sector strategic vision through funding resources. Develop key funding strategies to enable delivery of quality and effective services by SSAs through funding, outcomes and service standards frameworks. i.Conduct literature review on local and international frameworks to inform strategy development on achieving continuous service improvements and funding efficiency of programmes. ii.Development of cost avoidance / benefit analysis or other outcomes measurement approaches to articulate value of investments to programmes. iii.Engage Social Service Agencies, internal stakeholders and other relevant bodies to seek inputs, feedback and buy in for implementation; and iv.Develop and fine-tune the current operational policies to ensure alignment and support for the funding and service outcomes. Uphold accountability of funds to funders and other sector stakeholders in meeting key sector strategies. i.Execute the service and funding framework as supported by the Sector Evaluation Framework. ii.Review the funding and outcome operational policies to ensure the fund and outcome objectives and criteria are met; and iii.Analyse financial reports and performance data of funded programmes for best use of funds. Manage programmes and funded SSAs in financial sustainability management. i.Develop programme type measurement tools for cost effectiveness analysis. ii.Ensure adoption and compliance of the NCSS Service Standards; and iii.Leverage technology and outsourcing to achieve improved efficiency in our processes Others i.Secretariat support and any other duties as assigned [What we are looking for] Personal Competencies: •Ability to see different perspectives and draw connectivity •Conceptual with ability to follow through to implementation •Analytical and critical thinking •Resilience and courage to challenge status quo •Team player and able to work independently •Good interpersonal skills Skills Knowledge: •Stakeholder Project Management Skills •Financial/Data Management, Analysis Visualisation •Budget Management •Sector/Domain Knowledge •Change management experience is a plus Experience: At least 2 years work experience preferred, especially in the fields of governance and performance management or any other relevant fields.
