The site work processes are predominantly structured around each of the areas in the plant. Most of the process control team members are dedicated to an area while some are site wide roles. Responsible for the front-end capital project development for medium to long term improvement, optimization, threat mitigation, and growth opportunities for the Shell Assets at Scotford, Alberta, Canada. You will develop opportunities from concept identification to handoff to the Project Engineering organization for execution. Develop high level scoping definition at a conceptual level for PACO projects. Develop technical definition documents (Basis for Design) and cost estimates at Milestones and Stage Gates of each Project. Provide technical guidance and review for MOCs and Capital projects. Drive the effective preparation of high-quality project deliverables for FEED/Project Development phases of Process Automation, Control and Optimization themed projects. Ensures the deliverables are fit-for-purpose and are aligned with the Project Flow and Framework, enabling quality decision making at Project Milestones. Coordinate the involvement of other multi-discipline, contractors, vendors, operation and maintenance as required and ensure project justification and business case development is robust and aligned with site objectives. Ensure funds allocated are managed and spent according to approved budgets and support the tracking and reporting of monthly and yearly spend forecasts. Collaborate with Projects Leaders to ensure a smooth, effective transition of projects into the different phases like FEED, Detail Design, Project Engineering and Execution. Support the team in preparing and presenting projects at Milestones and Stage Gates, enabling robust decisions to be made regarding project progression to the next phase. Accountabilities Process Control/Instrumentation Engineer is responsible for delivering the front-end planning, development and engineering of a portfolio of strategic Process Automation, Control and Optimization themed projects in support of the site business plan and long-term strategic objectives. This role is accountable for all project deliverables per the Shell Process for different project phases and will facilitate the handover to the Projects Execution organization during project engineering phase. The Project Development Engineer will drive business value through proactive problem solving, assurance and long-term thinking. Skills and Requirements Engineering degree in Chemical, Process Control or similar. Awareness experience in DCS / PLC including SIS systems. Awareness experience in Field Instruments and plant equipment. Awareness experience in IPF/SIF. Knowledgeable experience in Base layer Control/Advance Process Control/Compressor Control in terms of Design, specify, install, maintain, tune, modify, troubleshoot and assess performance of process control. Knowledgeable experience in Alarm Management and Control Narratives. Common Skill: 6+ years relevant Oil Gas, Petrochemical industrial experience (or equivalent) covering significant aspects of design, engineering and maintenance in the EI/Process Control discipline; preferably in a refinery/upgrader or large industrial facility. Awareness experience with Refinery/Petro-Chemical process For Instrumentation Engineer. Knowledge and experience in Project/MOC development by following project life cycle process. Awareness of Opportunity Realization Management Competencies: Integrate all relevant technical and non-technical workstreams Manage project risks in the Front End Deliver integrated Engineering in the Front End. Ability to work effectively within a multi-discipline team environment consisting of Engineering, Projects, Maintenance, and Operations in order to manage the development of projects to mitigate long-term threats and realize long-term opportunities. Awareness of basic project economics. Organized, thorough, and professional. Ability to communicate clearly, effectively and respectfully with peers and clients. Ability to articulate and defend a case for change or improvement. Negotiation skills in order to sell project solution ideas to stakeholders. Conflict management skills. Having learner Mindset. Conscious of HSSE risk awareness throughout the project.
