Examples of the type of work for which a consultant contract should normally be issued are: analysis and advice on public health, medical, scientific or other health and related technical issues in countries, including the analysis of the national health situation, evaluation of national health programs, the establishment of local alliances and networks; direct technical assistance to address a particular health issue in countries (including disease outbreaks, response to emergencies, specialized training, research, development of policies, norms and protocols, etc. Internationally-hired consultant: An internationally-hired consultant is a person who is not living or residing in the country and who has been hired from outside the country where the work is to be performed. The work performed by internationally-hired consultants is regional or subregional in scope (not country specific). An international consultant will normally be hired for periods not exceeding a continuous duration of up to one (1) year, renewable for a second period of up to one (1) year, for the same tasks as described in the ToRs, within the same work plan and/or project. This pay band should be used for work that requires a number of years of first-hand technical experience in the subject matter area of work ….Hiring managers will be responsible for reviewing the consultant contract and for ensuring that: the services to be rendered match the criteria of the type of services to be provided by the consultant pursuant to the Consultant Policy; and those decisions on contracting and all other matters of substance are taken in accordance with policy provisions… DESCRIPTION OF DUTIES: Objetivo/Contexto Apoiar tecnicamente o desenvolvimento, implementação e manutenção dos projetos e sistemas da Unidade de Tecnologia da Informação e ações inter-programáticas da OPAS/OMS relacionadas à área de abrangência técnica do projeto, participar de reuniões, eventos, seminários e atividades similares de sua área de atuação. Resume de Responsabilidades Sob a coordenação técnica do Information Systems Officer, será responsável pelas seguintes atribuições: a) Contribuir para o desenvolvimento e manutenção do catálogo de sistemas de informação de gestão da organização realizando estudos de compatibilidade, configuração do servidor de aplicação e banco de dados, atualização de versões de software, migrações e mudanças de aplicações de servidores físicos dentro do escritório para ambiente Cloud (nuvem) AWS ou Azure, configuração de ambientes e ciclo de testes quando necessário; b) Administrar a configuração e parametrização dos sistemas, efetuando customizações, testes e segurança; c) Apoiar o desenvolvimento e a implementação de soluções novas ou funcionalidades remodeladas nos sistemas e desenvolver relatórios personalizados; d) Efetuar manutenção corretiva e evolutiva, conforme a gestão de demandas de TI, priorizadas pelo supervisor da área; e) Administrar e manter as funções de integração de sistemas realizando a implementação e programação das atividades de manutenção com controle de “change log”; f) Desenvolver e apoiar testes para garantir que os dados e processos interrelacionados serão exaustivamente testados a fim de garantir um resultado adequado aderente com as especificações e que estes processos atendam as especificações com eficiência, informações precisas e de qualidade; g) Desenvolver interfaces bem-sucedidas e confiáveis entre os sistemas de informação existentes na organização e fornecedores externos; h) Gerir integridade dos dados dos sistemas com precisão através do monitoramento e controle de inconsistências. Quando encontradas inconsistências nos dados, coordenar a identificação e implementação de soluções; i) Identificar, recomendar e estabelecer dados, estruturas, arquivos, requisitos de interface e integridade de dados e de protocolos de integração para operações de sistemas diárias, realizando estudos de manutenção evolutiva e corretiva, configuração do servidor de aplicação e banco, configuração de ambientes e ciclo de testes quando necessário; j) Identificar e mitigar os riscos em processos de negócios e tecnologia, por meio de estudos de manutenção evolutiva e corretiva, Configuração do Servidor de Aplicação e Banco, Configuração de Ambientes e Ciclo de testes quando necessário; k) Apresentar proposta de estudo de viabilidade para modelagem de sistemas de acordo com a priorização de demandas feita pela unidade de tecnologia da informação, incluindo o desenvolvimento de novas versões dos sistemas do portfólio existente assim como demandas de novos sistemas; l) Identificar, implementar e documentar padrões de tecnologia da informação e melhores práticas; m) Fornecer suporte a outros aplicativos legados, conforme necessário; n) Execução desenvolvimento de sistemas para manutenção e sustentação dos sistemas SGCT, Relatório Técnico, e-Contracting e Correspondência; o) Atualização e configuração das tecnologias e softwares utilizados conforme a lista de vulnerabilidades do sistema Qualys e a disponibilidade de novas versões dos softwares PHP, MYSQL e Postgree e Windows server; p) Gerir a utilização do protocolo HTTPS implementado, assim como das questões relacionadas ao certificado digital; q) Dar suporte aos usuários nos sistemas citados; r) Garantir a estabilidade e disponibilidade acima de 99,9 % de utilização dos sistemas locais do escritório do Brasil. s) Executar outras tarefas relacionadas como atribuído. Produtos esperados - Atualização de todas as versões de software utilizadas nos servidores dos sistemas e-Contracting, Relatório Técnico, SGCT e Correspondência; - Migração dos sistemas e-ContractingSGCT e correspondência para ambiente em nuvem (cloud) nas plataformas AWS e /ou Azure; - Efetuar manutenção corretiva e evolutiva - Instalação e configuração de softwares para montagem e manutenção de servidores e ambientes cloud para os sistemas de e-Contracting, Relatório Técnico, SGCT e Correspondência; - Configuração e monitoração de rotinas de backup dos dados e versionamento de código fonte e componentes dos sistemas; - Manter atualizado um manual de deploy, configuração e montagem dos sistemas. Habilidades/Conhecimentos Técnicos Especializados a) Conhecimentos técnicos nas áreas de epidemiologia, análise de dados, geoprocessamento e vigilância de doenças transmissíveis, incluindo emergências de saúde e desastres; b) Conhecimento de bancos de dados em saúde e sistemas de informação oficiais em saúde pública; c) Conhecimentos de programação em linguagem estatística R, com vistas a desenvolvimento de rotinas para prospecção e cálculo de indicadores de saúde; d) Capacidade de trabalhar em equipe com várias atribuições simultaneamente em um ambiente de emergência complexo; e) Habilidades para o desenvolvimento de relatórios, documentos técnicos e apresentações orais. Educação Essencial: Graduação em Administração, Tecnologia da Informação ou área afim. Desejável: Pós-graduação na área de tecnologia da informação. Experiência Essencial: Mínimo de 05 (cinco) anos de experiência em desenvolvimento de sistemas, em especial com o foco de arquitetura de desenvolvimento. Desejável: Experiência em desenvolvimento de sistemas de Cooperação Técnica, Sistemas de Gestão na Área de Saúde e integrações de sistemas. Idiomas Essencial: Fluência em português. Desejável: Conhecimento de trabalho em inglês, espanhol.
