Background Recognizing that the need to promote skills for the creation of partnerships and negotiation, in the context of resource mobilization, is becoming more evident to better support the work carried out by PAHO personnel, the Department of External Relations, Partnerships, and Resource Mobilization (ERP) and the Office for Country and Sub-Regional Coordination (CSC) organized a virtual course entitled "Effective Negotiation Techniques and Skills for Partnerships and Resource Mobilization" in the last quarter of 2019 and 2021 DESCRIPTION OF DUTIES: 2. Summary 2.1 Scope of this project Given the need to continue with these professional training activities and considering PAHO's commitment to providing learning opportunities for its staff to strengthen their professional skills and their development to improve performance and results, ERP is looking for a consultant to organize and perform the functions of a tutor for a new edition of the virtual course. Effective negotiation depends on the degree to which the participants are well prepared, the process used to make a decision, and interpersonal skills. This intensive and interactive program aims to offer skills that will support PAHO staff during the negotiations. Whether negotiating with the Ministry of Health or with external partners, this course will offer tools, techniques, and skills to maximize the value of your negotiated outcomes by effectively navigating the negotiation process. The purpose of this learning activity is to strengthen the capacity of PAHO staff to carry out effective partnerships and negotiation processes in the context of resource mobilization. By fostering the development of these skills among staff, PAHO/WHO will be better prepared to achieve health outcomes at the national, regional, and global levels. Increasing participants' awareness of the negotiation process and how to manage that process effectively in their daily work has become increasingly important in the organization's day-to-day activities: internal management within PAHO; development and implementation of projects and programs in partnership with international, governmental, and non-governmental stakeholders; and participation in regional and global processes and forums at headquarters dealing with public health issues. The emphasis is on assessing the participant's awareness of his strengths and weaknesses as a negotiator; learning to create and maximize value in negotiations; obtaining problem-solving techniques for more effective negotiations; and strengthening relationships to achieve lasting agreements. 2.2 Course Approach The course will be carried out entirely online, in English, on a virtual educational platform of the PAHO/WHO Virtual Campus for Public Health (VCPH). The complete program of the course must be 8 weeks (64 hours), in individual and group activities with orientation and tutorial support. The participants will be accompanied during their learning process by virtual tutors with a permanent presence throughout the course. The course will be organized around a simple, application-oriented approach to the basic steps involved in any negotiation, exploring techniques, skills, and tools to enable PAHO staff to be more effective at the negotiating table. Using videos from the LinkedIn Learning library, customized case studies, group negotiation exercises, and discussion forums for the exchange of good practices, the course will address the core issues that participants experience when negotiating on behalf of PAHO with the most diverse range of partners. 2.3 Participants: This course is aimed at all PAHO personnel involved in negotiations at Headquarters, Country Offices, Subregional Offices, and Centers. 2.4 Specific tasks Prepare documents for the call for the course, establishing the criteria for selection, calendar and interacting with the PAHO offices in the countries. Support the dissemination of the course and the selection of participants and entry into the course, together with the topic advisor. Establish requirements for the approval of the course, and the learning evaluation criteria, as well as define the weightings of qualifying activities and the performance of the participants. Ensure the implementation of the course, according to the available program, together with the virtual campus team and the course tutor. Coordinate the final evaluation of the course and review and approve the final reports prepared by both the academic coordinator (CA) and the tutor. Participate in the training for tutors and coordinators offered by the virtual campus. 3. Qualification Required College degree in public health or related field. Experience in leadership development and management. Practical experience of the inclusion of health in all policies and inter and multisectoral approaches. Excellent communication and training skills. Very good command of English Proven ability to effectively use computers and programs such as Microsoft Office Word, Excel, PowerPoint, and Outlook. 4. Remuneration The remuneration for the consultant will be USD 15,000 for services, payable on the following schedule: 1st Product: USD 3,750 revision of the course, content and VCPH platform 2nd Product: USD 5,000 report of the activities of the first 4 weeks of the course 3rd Product: USD 6,250 upon delivery of the final course report 5.
