Job PurposeThe Senior Monitoring, Evaluation, Accountability and Learning (MEAL) Manager will lead the development of an organisation-wide MEAL strengthening programme and ensure quality MEAL system design and implementation; evaluations; regular reviews and on-going monitoring. The post holder will work with colleagues to embed a culture of learning across the organisation, including supporting capacity building and delivery of MEAL processes by a range of colleagues, and working collaboratively and flexibly with diverse partners.The Senior MEAL Manager will work across MNMUK’s workstreams to ensure that MEAL is fully integrated into implementation and strategic thinking – including proposal design and project planning and review/ reporting. The post holder will provide dedicated support to the Kenya office to deliver on MEAL initiatives.The Senior MEAL Manager will support the implementation of accountability procedures including community and partner feedback and response mechanisms for project start-ups, implementation, documentation, progress reporting and phase-outs. They will assume day to day support for MEAL tasks for quality evidence-based programming and provide MEAL supportive supervision in on-going project implementation.The Senior MEAL Manager will be involved in project and MEAL planning and reviews, provide support on implementation of required MEAL actions, monitoring and evaluation processes ensuring high level of stakeholder participation in these processes.They will guide teams in tracking outcomes and indicators of projects and organisational workstream results; including but not limited to documenting success stories/ case studies, tracking against results frameworks, and collaborating to align MEAL frameworks and data / evidence generation to workstream or project plans and budgets. They will provide quality assurance for data and information (including progress reports) for internal and external reporting. 



Key ResponsibilitiesRegularly monitors, communicates, and provides training as needed in line with changing MEAL requirements and procedures in line with organisational strategic and donor priorities or policies.Provide technical leadership to the development of a new organisational theory of change and MEAL framework, including its roll out and review. Lead the design and establishment of best-fit MEAL systems for the organisation’s new strategy – with a focus on pioneering cutting-edge tools and systems for advocacy, communications, and campaigns impact measurement and learning. Lead the development and integration of learning and adaptive management principles, processes, and activities across all workstreams and directorates to strengthen generation and use of data and knowledge. This includes contributing to a culture of continuous learning and improvement and supporting team members in this area. Support technical or workstream leads to develop and document the value-addition and impact of scale-able or replicable campaign, communication, and advocacy models based on evidence and learning.Provide consistent support to global and national grants, projects, and initiatives to ensure high quality MEAL activities, systems and deliverables which meet donor and organisational requirements.Supporting in developing terms of reference, identification of external consultants, methodology, inception report and tool(s) review and final award deliverables.Contributing actively to development of new areas, actively taking on more responsibility and being focused on delivering output. Develop MEAL plans and related products, tools, forms, and mechanisms for data collection and reporting that align to the organisation’s mission, capacities, and budget.Provide leadership and oversight on MEAL in design and stages and timely completion of fundraising or proposal-based needs assessment, baseline activities, additional research or special studies and mid-term and/or final evaluation; including but not limited to supporting developing terms of reference, identification of external consultants, methodology, inception report and tool(s) review and final award deliverables.Works directly with MNMUK’s workstream and program staff to systematically review existing MEAL and accountability mechanism systems, identify areas for improvement and oversee the improvement. Coordinate closely with partners to provide technical support and guidance to MEAL systems for shared initiatives (such as the Zero Malaria Campaign Coalition in Kenya and global Zero Malaria campaign), ensuring accurate and efficient data flows from partners for reporting, shared learning, and coordination for grants or projects around major MEAL activities and evaluations, including providing training where appropriate.Provides one-to-one and group training and development on MEAL for Project Managers as well as other staff as appropriate, including identifying areas for growth which may include the identification of resources and/or professional development opportunities internally and externally.Join regular impact / learning coordination meetings and facilitate or lead information sharing and learning between teams and partners.Oversee the development of timely inputs for monthly, quarterly, semi-annual, and annual progress reports and any other required reports.Collaborate to ensure the organisation’s efforts to document evidence and learning through briefs, case studies, and success stories are met.Represent MNMUK in external conferences and events as needed.



Job QualificationsA degree level in Social Science - Statistics, Economics or equivalent field experience, a masters degree is desirable. Recommended a minimum of five years management and/or MEAL experience in development contexts, preferably with solid experience in advocacy, campaigns, or communications, as well as health.Demonstrated strong monitoring and evaluation skills, including planning, participating in, and critically reviewing evaluations.Proficiency in computer skills, especially ability to work with MS Word, MS Excel, Power Point, data collection/ management and analysis software.Ability to think and analyse issues and data critically and solve complex issues through analysis, definition of a clear way forward and ensuring buy in.Ability to present complex information in a succinct, accessible, and compelling manner.Ability to assess capacity gaps and provide relevant training.Strong results orientation, with the ability to challenge existing mindsets and adapt plans and approaches based on evidence, learning, and feedback.Excellent communication skills with a high level of written and spoken English and experience writing clear assessments and reports.A high level of qualitative and quantitative data analysis competency.Strong knowledge health – ideally malaria – and advocacy / campaigns / communications programming.Experience working with media, creative agencies, SBC organisations, and government partners on MEAL.Politically and culturally sensitive with qualities of patience, sensitivity and diplomacy.High cultural awareness and ability to work well in an environment with people from diverse backgrounds and cultures
