The candidate will be involved in policy and operational planning relating Singapore’s international connectivity in the area of submarine cables, including licensing matters, implementation and operationalisation of submarine cable licensing issues. This is to support the overall IMDA’s vision of a vibrant, world class info-communications sector that drives the economy, bonds communities and powers a Smart Nation. Responsibilities: Policy review of submarine cable matters; Operationalise and implement submarine cable frameworks, including undertake reviews of land/sea resource availability and potential challenges that licensees may encounter for their operations in Singapore, and develop and implement effective measures to assist licensees. Liaise and coordinate with internal and external stakeholders to facilitate deployment of licensees’ systems and services Evaluate licence applications received, to ensure approved applicants would contribute to the provision of competitive telecom services in Singapore. Initiate investigation or enforcement actions against licensees for potential contravention of regulatory and licensing frameworks. Formulate, enforce and review regulatory policies on quality of service frameworks for telecommunications, media and postal services in Singapore Analyse, review and recommend methods of monitoring, measuring and educating consumers on the quality of service for telecommunications, media and postal services Requirements: Background in Economics, Public Policy, Engineering, Business, or related-areas. Minimum 2 years of experience and those with prior experience in the infocomm industry, and/or knowledge of regulatory concepts and frameworks would be an advantage. Candidates with no prior experience may also apply. Good analytical, writing and communication skills Ability to work and deliver under tight deadlines Ability to work in a team as well as independently Good stakeholder engagement skills Good presentation and facilitation skills This position will commensurate with experience.
