, India Job Family Group: Projects Worker Type: Regular Posting Start Date: Business unit: Projects and Technology Experience Level: Early Careers Job Description: Title Engineer - Cost Engineering Job Purpose The Cost Engineer scope involves supporting the delivery of consistent and appropriate cost management structures / tools / processes for Portfolio of projects throughout all the phases. The Project Cost Engineer shall work closely with project teams, Engineering Partner and Vendors/Contractors to deliver the following: Accountabilities Support Project Leads in controlling the program / portfolio and/ or specific projects within the program Support Lead Cost Engineer in establishing and maintaining the project baseline cost. Update and maintain Project/Portfolio dashboards including automation of reports and integrating with existing tools Support the project team in making timely decisions and improve predictability by providing data analysis, highlight early warnings and key opportunities Implement project cost breakdown structures (CBS) and their population from the estimate. Prepare Work Breakdown Structure (WBS) and documented Cost Time and Resource (CTR) sheets for phased cost estimates Generate accurate monthly cost reports (OC-1), highlighting variances from the plan on commitment, value of work done, EAC and providing commentary on reasons for deviation Support Budget allocation, Monthly and Quarterly LE process Contribute to the change management process, analyze trends and highlight potential impacts of changes on cost. Update Contingency release / drawdown based on key risks opportunities, project changes and trends Update and maintain Manpower Resource Plan for the Transformation program Contractor Invoice verification / Vendor engagement / RtP Support-Cost aspects (WBS Creation / Network Creation) Project Creation / Closeout deliverables (PO / network closeout including GSAP Vendor follow up) Time writing (GSAP SERP) / Manhour monitoring / Cost recoveries Work in close alignment with the relevant Project Leads, Finance and CP to clarify any inconsistencies Support project teams with presentations, dashboards Skills Requirements Engineering Degree and/or Certification as a Cost Engineer or equivalent experience. 2-8 years of refinery or petrochemical industry experience in cost engineering / cost controls preferably on capital projects Practical understanding of all phases of the project delivery process. Working knowledge of a broad range of Project Controls systems, tools, and practices specifically in Oil Gas industry. Team player with good interpersonal skills and proven track record of being self-motivated. Able to work across multiple projects largely unsupervised and deliver results within challenging deadlines and under pressure. Experience in working in multi-discipline and multi-national teams, with well proven interpersonal communication skills. Strong leadership, communication, report-writing, and presentation skills.
